Michelle Cribbs - Workforce Development Coordinator

John F. Roddy serves as Chief Executive Officer of William A. Hazel Inc., a premier heavy civil and site development firm headquartered in Chantilly, Virginia. With more than three decades of experience in construction leadership, John has held key roles including Chief Operating Officer at Head, Inc. and senior executive positions at The Lane Construction Corporation, where he oversaw operations across 17 states and managed over $400 million in annual revenue.

John is deeply involved in advancing the construction industry through board service with organizations such as the Northern Virginia Transportation Alliance, Heavy Construction Contractors Association, and the George Mason Civil Engineering Institute. He is also a founding board member of the Washington, D.C. chapter of the National Underground Contractor’s Association and serves on the board of the Rensselaer Society of Engineers.

He resides in Haymarket, Virginia with his wife Kathryn and is the proud father of six adult children.

 Innovating the first High School cohort of HEO operator training in collaboration with Laurel Ridge Comm College, local public high schools, & the HCCA (Heavy Construction Contractors Association).

Tom Shumaker is a dedicated and experienced professional in the construction industry, currently serving as Vice President of the Northern Virginia Construction Careers Coalition (NV3C). After retiring from a career spanning over three decades at Holder Construction Company, Tom continues to make significant contributions to the construction industry and local community.

Tom began his career at Holder in the Preconstruction department before transitioning into an Operations role, allowing him to gain broad expertise in various product types, geographical challenges, and diverse project delivery methods. He quickly rose through the organizational ranks and, in 2000, relocated to Northern Virginia to establish and lead Holder’s Mid-Atlantic office. In this role, he worked to enhance Holder’s reputation and expand its footprint in the Data Center, Higher Education, Corporate, and Commercial Building markets. His leadership and dedication to Holder’s “One Company” approach fostered a unified culture and business strategy.

Tom's commitment to the construction industry extends beyond his professional career. He has been actively involved in various community and industry engagements and board memberships, including serving on

the Boards at Youth For Tomorrow, Construction Owner’s Association of America (COAA), and Associated General Contractors (AGC). Additionally, he has contributed to construction education by creating and instructing a Design and Construction class for high school students.

Tom holds a Bachelor of Science in Construction Management from Purdue University (’93). His extensive experience, combined with his desire to “pay it forward” to the next generation of builders, makes him a unique asset to NV3C.

Michael Joined the C. J. Coakley Co., Inc. team in 1992 full time. He had been employed by the company from 1984 part time. He began employment as a project manager. C. J. Coakley Co., Inc. Was a well-established Drywall subcontractor started by his father in 1962. Michael was happy to have the opportunity to work with his father and siblings Maria and Liam. A family owned business can be challenging at times, but they have made it work. Today Michael is Co – President of the company. The Company’s annual volume is between 50 -60 Million in revenue.

C J Coakley has been an active member in ABC for over 25 years. Michael Joined the board of Directors for the Association in 2013 and served as Chair in 2018. With the help of Pat Dean they were able to bring day training for Drywall Mechanics to northern Virginia. The company has a well-established apprentice program with 25-30 annual participants.

Michael has served as President of CISCA (Ceilings and Interior Construction Association). A member since 1992 in 2005 he served as the President of the association. Michael has served on the board and been on many committees serving the association. In 2012 he was awarded the De Gelleke award for service to the association. This is the highest award given to members for dedicated service to the association.

Michael and Beth are graduates of Clemson University. Michael and Beth have been on the board of directors of the Baltimore Washington Alumni Club since 1997. Michael is currently the Co Chairmen of Board of this group. Michael has also been a member of the Clemson University Alumni Association.

Michael and his wife Beth have three Children Neil (24), Lauren (22), and Evelyn (20). The family lives in Arlington. Their oldest Neil is also a graduate of Clemson University.

Ed Dalrymple, Jr. is a respected leader in Virginia’s construction and transportation sectors, serving as president of Dalrymple Holding Corporation, Chemung Contracting Corporation, and Cedar Mountain Stone Corporation. With a strong commitment to infrastructure, education, and economic growth, Ed plays an active role on numerous boards statewide.

Past president and current board member of both the Virginia Asphalt Association and the Old Dominion Contractors Association, and a council member of the Virginia State Transportation Research Council. Ed also serves on the boards of the Virginia Chamber of Commerce, Virginia Foundation for Community College Education, Career Partners, Germanna Community College Education Foundation, Central Virginia Partnership for Economic Development, Culpeper Wellness Foundation, New Pathways Tech, Inc., and the Culpeper Air Fest Foundation.

Ed holds a bachelor’s degree in Construction Technology from Louisiana Polytechnical Institute of Technology and an associate’s degree in Civil Technology from Broome Technical Community College. He and his wife, Cathy, have four children, eight grandchildren, and five great-grandchildren.

Debora Harvey has over 30 years of experience in advocacy, organizing, and business management. She is currently the Executive Director of the Heavy Construction Contractors Association. She represents the member companies’ interests in Virginia, helping them grow their businesses, advocating for fair and equitable laws and regulations, promoting excavation and construction safety and education. She has been with HCCA for four years, and previously was with the National Utility Contractors Association for over 10 years.

Debora is heavily involved in working to solve the workforce challenges for Virginia’s construction industry. She currently sits on the Board of Directors for Virginia Career Works – Northern Region, and Virginia’s State Board of Workforce Development. She also serves as Vice-Chair of the Board of the Virginia Utility Protection Service (Virginia 811), promoting underground utility safety and worker protections.

Her goal for the construction industry is to elevate and promote the programs that allow for construction workers at all levels to pursue engaging, challenging and fulfilling careers, ensuring those workers are supported and promoted by the companies for which they work, and enabling them to go home safely to their families at the end of every day.

James Zocco leads DPR Construction’s Self-Perform Work (SPW) strategy in the Northeast Region. In this role, he focuses on expanding DPR’s in-house construction capabilities, elevating craftsmanship, and fostering long-term career growth for craft professionals. Zocco also drives advanced prefabrication techniques, leveraging DPR’s Prefabrication Assembly Facility (PAF) to enhance safety, quality, and efficiency through off-site manufacturing and assembly. With over 15 years of hands-on customer support and field leadership experience, Zocco is dedicated to driving innovation in project delivery, ensuring exceptional results for clients.

Why:

Construction is nothing without our craft who physically build the projects every day. I have long been committed to the long-term career growth of skilled craft and am passionate about introducing new people to the construction industry, sharing what opportunities can be provided, and supporting their growth into the future leaders of our industry. Serving on the board of NV3C allows me to do this for the individuals and the industry, which will ultimately ensure we have a sustainable stream of qualified craft for years to come.

Patrick J. Dean is President of ABC Virginia Chapter (ABC-VA) since 1992.  Prior to that, in 1985, he came on board with ABC National, working in other areas of the country learning the association and advancing in building membership. 

His leadership has brought the ABC Virginia Chapter from a small 170 member association to an impressive 600+ members strong and 3 branch offices.  He is largely responsible for transforming the chapter into one that leads in construction trade education.  Pat is also well versed as a presenter in some of ABC-VA’s course offerings such as Construction 101, the Leadership Institute, and 7 Habits of Franklin Covey.
