Debora Harvey has more than 30 years of experience in advocacy, organizing, and business management and currently serves as Executive Director of the Heavy Construction Contractors Association (HCCA). Over her career, including more than a decade with the National Utility Contractors Association, she has become a leading voice in representing contractors and promoting fair regulations, safety, and industry growth.

Debora is particularly passionate about workforce development and plays a key role on multiple boards supporting employment and training initiatives across Virginia. An interesting aspect of her work is her leadership in promoting underground utility safety through Virginia 811, helping protect both workers and communities.
